Inclusion changed German schools, and it changed the vocabulary faster than most teachers can keep up with. Since Germany ratified the UN convention on the rights of persons with disabilities in 2009, the default assumption has been that a child with a disability attends a regular school rather than a special one.
The detail varies enormously, because in Germany education is a matter for the individual state. Two words in particular, Nachteilsausgleich and Notenschutz, are confused so often that parents regularly ask for the wrong one and leave disappointed, which is why they deserve to be learned first.
What Inklusion Means in a German School
| German term | English meaning |
|---|---|
| die Inklusion | inclusion |
| der gemeinsame Unterricht | teaching children with and without needs together |
| die Förderschule | the special school |
| das Förderschulwesen | the special school system as a whole |
| die UN-Behindertenrechtskonvention | the UN disability rights convention |
| die Schulaufsicht | the school supervisory authority |
| die Schulleitung | the school leadership |
| die Schulträger | the body responsible for the school |
Most children with a support need now learn in a regular class, but the alternative of a Förderschule has not disappeared and in some states remains the more common placement for particular needs. The decision is made by an authority rather than by a single school, and that is the first thing a family needs to understand.
The Förderschwerpunkte
| German term | English meaning |
|---|---|
| der Förderschwerpunkt | the area of special educational need |
There are eight recognised areas of need, and the one written in a file determines the support a child receives and often the school they attend. Autistic behaviour is recognised as an area in some states but not all, which is a genuinely practical difference rather than a technicality.
The Feststellungsverfahren and the Förderplan
| German term | English meaning |
|---|---|
| das Feststellungsverfahren | the procedure that establishes the need |
| der sonderpädagogische Förderbedarf | special educational needs |
| die Diagnostik | the assessment behind the decision |
| der Feststellungsbescheid | the written decision |
| der Förderplan | the individual support plan |
| das Förderziel | the individual goal |
| die Maßnahme | the concrete measure taken |
| die Überprüfung | the review of whether it worked |
A Förderplan is a working document, not a verdict, and it has to name a goal that can be checked. A goal such as "soll sich besser konzentrieren" cannot be reviewed by anybody, while "kann zehn Minuten an einer Aufgabe bleiben" can be observed next term and either met or changed.
Nachteilsausgleich and Notenschutz
| German term | English meaning |
|---|---|
| der Nachteilsausgleich | adjusting the conditions of an assessment |
| der Notenschutz | not grading a specific part of the performance |
| die Zeitverlängerung | the extra time granted in an examination |
| der Vorleser | the person who reads questions aloud |
| die Hilfsmittel | the aids permitted in the examination |
| die Leistungsbewertung | the grading of performance |
| der Antrag | the formal request to the school |
| die Dokumentation | the record of what was granted |
Nachteilsausgleich changes how a child is tested without changing what is being tested, so a dyslexic pupil may be given more time and still be graded on the same scale as everyone else. Notenschutz goes further and removes a specific element from grading altogether, which is why it is harder to obtain and must be recorded on the certificate.
Assistenz in the Classroom
| German term | English meaning |
|---|---|
| die Schulbegleitung | the individual support worker in class |
| der Integrationshelfer | the older term for the same role |
| die Eingliederungshilfe | the benefit that funds this support |
| die Teilhabeassistenz | the current name used in several states |
| die Klassenassistenz | support shared across a class |
| die Pflege im Schulalltag | personal care during the school day |
| die Kooperation | the working relationship with the teacher |
| die Abgrenzung der Aufgaben | who is responsible for what |
The support worker is not a second teacher and does not grade, correct or discipline, and a classroom in which that boundary blurs tends to isolate the child it was meant to include. Spelling out at the start who does what is the single most useful conversation a new assistant can have with a teacher.
Talking with Parents and Colleagues
| German phrase | What it does |
|---|---|
| "Wir beobachten das seit einigen Wochen." | frames the concern without alarm |
| "Wir möchten ein Feststellungsverfahren einleiten." | names the next formal step |
| "Welche Unterstützung wünschen Sie sich?" | asks the parents directly |
| "Das ist ein Nachteilsausgleich, kein Notenschutz." | draws the crucial distinction |
| "Wir treffen uns zur Überprüfung im Frühjahr." | sets a review date |
| "Ich dokumentiere das im Förderplan." | records what was agreed |
Parents arrive at these meetings with a mixture of fear and information gathered online, and both are best met with concrete sentences. Naming what is being done, by whom and by when lowers the temperature of a conversation more reliably than reassurance does.
Transitions: From School to Training
| German term | English meaning |
|---|---|
| der Übergang | the transition between stages |
| die Empfehlung | the recommendation for the next school |
| die Ausbildungsvorbereitung | preparation for vocational training |
| die Werkstatt für behinderte Menschen | the sheltered workshop |
| das Budget für Ausbildung | the funding that supports training on the open market |
| die Berufsschule | the vocational school |
| die Begleitung | the ongoing support through the transition |
| die Nachbetreuung | the support after the transition is complete |
The move out of school is where inclusive ambition meets a much harder labour market, and it is planned years in advance in the better cases. The Budget für Ausbildung exists precisely to move people away from a workshop and into a real training place, and a family that has never heard of it is missing a genuine option.
The Gap Between the Law and the Classroom
| German term | English meaning |
|---|---|
| die Umsetzung | how the rule works in practice |
| die Ressource | the staff time and money available |
| der Personalmangel | the shortage of trained staff |
| die Klassengröße | the size of the class |
| die Fortbildung | the training teachers receive |
| die Einzelfallentscheidung | the decision made case by case |
| das Ermessen | the discretion left to the school |
| die Beschwerde | the complaint when the rule is not followed |
Inclusion is a legal commitment, but what it looks like on a Monday morning depends on staff, space and money, and the differences between schools are larger than the law suggests. Parents who understand that can ask for what is actually possible instead of what was promised in principle.
Where a school does not deliver what the file requires, the route is a written complaint to the school leadership and, if needed, to the Schulaufsicht. Recording each step in writing is what turns a disagreement into a case that somebody is obliged to answer. You can learn German for inclusive education with the vocabulary of support plans and assessment adjustments built in.
The bars show the order of the process; each value is a sequence number rather than a duration.
Working in Inklusion
Support work in schools is advertised as Schulbegleitung, Teilhabeassistenz or Integrationskraft, and it is often a part-time role with a provider funded by the youth welfare office rather than by the school. A pedagogical or care background helps, and the language level expected is high, because the job is almost entirely verbal.
The work is less about tasks than about relationships that have to be rebuilt every morning. If you want to learn German for inclusive education, learn the vocabulary of needs, plans and assessment adjustments first, because a single sentence such as "Das ist ein Nachteilsausgleich" can change what a child is allowed to do in an examination.
Inclusion in German schools is decided in meetings and written plans. Learn German with support-plan, assessment-adjustment and classroom-team vocabulary built into the course.
