
Disability support in Germany was rebuilt between 2017 and 2023 by the Bundesteilhabegesetz, and the reform did more than move money around. It changed the vocabulary. The Reform and the Words It Introduced
The main move was to lift Eingliederungshilfe out of the social assistance code and into part two of the ninth social code, separating disability support from poverty relief.

The definition of disability was itself changed to an interaction between a person and their environment, which is why a support plan now describes barriers rather than deficits. Support is agreed through a formal planning procedure, and the vocabulary is precise because it has legal consequences for the money attached to it.

Bedarfsermittlung is the pivot of the whole system. Under the reform it must be person-centred and instrument-based, and the ICF framework means you describe activity and participation rather than a diagnosis alone.

German practice puts the expressed wish of the person first, and the reform gave that principle legal weight through the word Wunsch. Where somebody cannot decide alone, a Betreuer acts, but the representative is expected to establish the wish rather than replace it.

Since 2018 the Budget für Arbeit has paid a subsidy to employers who hire a person with a disability into an ordinary job on an ordinary contract, and it is deliberately designed to reduce the number of people in workshops. Being able to explain that shift shows an employer that you understand where the sector is going rather than only where it has been.
Housing, Wishes and the New Wohnformen

One of the reform's practical aims was to separate the support a person receives from the housing they live in, and the word Mietvertrag is part of that. A resident of a supported home is increasingly a tenant with a contract rather than a service user with a place, and the language they use about their own flat changes accordingly.
The distinction is not academic. It decides who may keep a key, choose a paint colour or have a visitor stay overnight, and it is the question new staff ask most often in their first month on the job.
Assistance and Everyday Language
The people who provide support are Assistenzkräfte, and the work is described as assistance rather than care wherever that is possible.

Persönliche Assistenz is the model with the most direct language attached to it. The person receiving support is the employer, and the assistant works to their instructions rather than the other way round.
Leichte Sprache as a Working Tool
A substantial share of people using disability support read more easily in Leichte Sprache, plain language with short sentences, one idea per line and no subordinate clauses.

Leichte Sprache is not simplified professional German; it has its own rules, including a fixed set of permitted words and a requirement that material be checked by people with learning disabilities before publication. Writing in it is a genuine skill, and a marketable one.
Working in the Sector
Providers range from large nationwide organisations to parents' associations running a single shared flat, and they hire continuously. The qualification most often named for specialist work is Heilerziehungspfleger, a Fachschule training, while Assistenz roles are frequently open to newcomers with good spoken German and the right attitude.
Interviews are unusually values-based. You will be asked what you would do if an adult you support wants to do something you consider unwise, and the expected answer is that you help them weigh the risk rather than prevent it.
