A provisional assessment arrives during the year and is settled against the final one afterwards, so a taxpayer may pay monthly and still receive a refund. Toeslagen are applied for rather than granted automatically, and they are paid in advance on the basis of the income a household expects. A change of job, a new partner or a different childcare arrangement must be reported within weeks, because an overpayment is recovered in full and a large recovery has caused real hardship for many Dutch families.
