Dutch for Invoicing (Facturatie) - Facturen, Betalingstermijnen and Aanmaningen

A Dutch invoice is defined by the Belastingdienst, and the list of items it must carry is published as a checklist rather than buried in case law. Get those items right and the invoice is both a legal record and a VAT document at the same time.

Dutch invoicing also has a distinctive feature: the law protects the smaller business by capping how long a customer may take to pay. That cap is the reason the words betalingstermijn and aanmaning come up in almost every commercial conversation.

The factuurnummer runs in an unbroken sequence, and the Belastingdienst expects the numbering to be unique and traceable rather than decorative. A cancelled invoice is credited and a new one issued, so the sequence is never quietly adjusted.

A Dutch invoice carries your name and address, the customer's name and address, the invoice date, the sequential number, the date of supply, a description and quantity, the amount excluding VAT, the VAT rate and amount, and both your VAT identification number and your chamber of commerce number. Where VAT is shifted to the customer, the invoice has to say so in words.

The Netherlands applies a standard rate of 21 per cent and a reduced rate of 9 per cent to a list that includes food, medicines, books and passenger transport, while exports and many intra-EU supplies are zero-rated. A business below the threshold for the kleineondernemersregeling issues invoices without VAT and cannot reclaim it.

If no term is agreed, a Dutch commercial invoice falls due thirty days after receipt, and the law caps the term a large company may impose on a smaller supplier at sixty days. Interest on late payment is set by statute and accrues automatically once the due date has passed, without needing to be mentioned in the contract.

Dutch collection is procedural and quite generous to the debtor. A creditor must send an aanmaning giving fourteen days to pay before any collection costs may be charged, and only after that can an incassobureau or a deurwaarder be engaged. Skipping the fourteen-day step usually forfeits the right to recover those costs.

Dutch practice distinguishes the termijnfactuur, which bills a stage of a project, from the voorschotfactuur, which asks for money before any work is delivered. Both are numbered in the invoice sequence, and a project with several instalments is reconciled against the slotfactuur at the end.

Dutch companies with public-sector customers have been required to send structured e-invoices for years, and the Peppol network built for that requirement is now spreading into ordinary business-to-business trade. The practical skill is knowing which format a given customer's system will accept before the invoice is issued rather than after it is rejected.

An invoice to a business in another EU country is issued without VAT, provided that both parties are registered for the intra-EU scheme and the goods really cross the border. The vervoersbewijs is the evidence that they did, and the transaction is reported in the opgaaf ICP.

Exports beyond the Union follow the same principle with different paperwork, and the leveringsvoorwaarde in the contract decides who is responsible at which point of the journey. Dutch exporters therefore read the delivery term before they write the invoice rather than afterwards.
