Dutch for Payroll (Loonadministratie) - Bruto, Netto and the Payslip

Dutch payroll looks simpler than the German system and is in fact structured differently rather than less. Where Germany runs four social contributions through the payslip, the Netherlands collects most of them through a single wage tax and leaves health insurance largely to a private policy taken out by the employee.

For anyone joining a loonadministratie, that difference is the first thing to understand, because it explains why a Dutch payslip has fewer lines than a German one of the same size.

The Words of the Payslip

Dutch termEnglish meaning
de loonadministratiethe payroll department
de loonstrookthe payslip
het bruto loonthe gross pay
het netto loonthe net pay
de inhoudingthe deduction
de werkgeverthe employer
de werknemerthe employee
de loonperiodethe pay period

A Dutch loonstrook is issued every period and states the gross figure, the wage tax withheld and the net amount paid, together with the holiday allowance accrued so far. Employees read the accrual line almost as closely as the net figure, because it is the money they will receive in May.

Loonheffing and the Heffingskortingen

Dutch termEnglish meaning
de loonheffingthe wage tax and social contributions combined
de loonbelastingthe wage tax
de premies volksverzekeringenthe national insurance contributions
de heffingskortingthe tax credit
de algemene heffingskortingthe general tax credit
de arbeidskortingthe employment tax credit
het loonheffingspercentagethe wage tax rate
de groene tabelthe payroll table for a single job

Loonheffing is a single deduction that bundles wage tax with the national insurance contributions for old age, surviving dependants and long-term care. Two credits are then subtracted, one available to everyone and one tied to working, which is why two employees on the same salary can take home different amounts.

Vakantiegeld and the Annual Payments

Dutch termEnglish meaning
het vakantiegeldthe holiday allowance
de vakantiedagenthe holiday days
de eindejaarsuitkeringthe year-end payment
de dertiende maandthe thirteenth month
de eenmalige uitkeringthe one-off payment
de reserveringthe accrual
de uitbetalingthe payout
de afrekeningthe settlement

Dutch employers accrue eight per cent of gross salary as vakantiegeld and pay it out once a year, usually in May or June. A year-end payment is separate and less universal, so an employment contract is read carefully to see whether one is promised.

Ziekte, Verlof en Verzuim

Dutch termEnglish meaning
de ziektethe sickness
de ziekmeldingthe notification of sickness
het verzuimthe absence
de loondoorbetalingthe continued payment of wages
het verlofthe leave
het ouderschapsverlofthe parental leave
het geboorteverlofthe birth leave
de verlofregistratiethe leave record

An employer in the Netherlands continues to pay wages during the first two years of sickness, which is one of the longest such obligations in Europe. That is why verzuim is tracked closely from the first day, and why the Arboarts, the occupational physician, appears early in any long absence.

De Werknemersverzekeringen

Dutch termEnglish meaning
de werknemersverzekeringenthe employee insurances
de WWthe unemployment insurance
de WIAthe insurance for long-term incapacity
de Ziektewetthe sickness benefits scheme
het UWVthe benefits agency
de premiethe contribution
de werkgeverslastenthe employer's costs
de sectorindelingthe sector classification

Employers pay the contributions for the employee insurances, and the rate depends on the sector as well as the size of the payroll. The UWV administers the benefits, so a report to the agency and a line on the payslip are two views of the same event rather than two separate obligations.

Zorgverzekering and the Payslip

Dutch termEnglish meaning
de zorgverzekeringthe health insurance
de basisverzekeringthe basic health insurance
de zorgverzekeraarthe health insurer
het eigen risicothe mandatory excess
de werkgeversheffingthe employer's health contribution
de nominale premiethe premium paid by the employee
de zorgtoeslagthe healthcare allowance
de aanvullende verzekeringthe supplementary insurance

Health insurance in the Netherlands is private and compulsory, taken out by the employee with an insurer of their choice rather than deducted by the employer. The employer pays a contribution and the employee pays a premium directly, which is why the payslip shows a health line but not a full insurance premium.

Aangifte and the Jaaropgaaf

Dutch termEnglish meaning
de loonaangiftethe payroll declaration
de aangiftethe return
de jaaropgaafthe annual pay statement
het loonheffingsnummerthe payroll tax reference
de Belastingdienstthe tax authority
de correctiethe correction
de naheffingthe additional assessment
de teruggaafthe refund

The loonaangifte is filed monthly with the tax authority, and the figures in it must agree with the payslips already issued. At the end of the year every employee receives a jaaropgaaf, and the totals on that document are what a tax return is built from.

Cao, Minimumloon en Bedrijfsregelingen

Dutch termEnglish meaning
de caothe collective labour agreement
het wettelijk minimumloonthe statutory minimum wage
de loonschaalthe pay scale
de functiegroepthe job grade
de bedrijfsregelingthe company scheme
de ondernemingsraadthe works council
de toeslagthe premium
de personeelsregelingthe staff scheme

Most Dutch employees are covered by a cao, a collective agreement negotiated by unions and employers, which sets pay scales, allowances and leave. The Netherlands sets its statutory minimum wage per hour rather than per month, and the cao normally sits above it.

A post is placed in a functiegroep and then in a loonschaal, and the scale determines both the starting pay and the annual steps. That structure is why payroll staff ask for the grade before they can answer almost any question about a salary.

Where no cao applies, the employer may adopt its own bedrijfsregeling, provided that it respects the statutory floor and the rules on leave and sickness. The ondernemingsraad must be consulted on some of those arrangements, so payroll and the works council often work from the same document. For a role in loonadministratie, learn Dutch with the loonheffing, vakantiegeld and jaaropgaaf vocabulary that the work is built on.

The bars show the order of the stages; each value is a sequence number rather than a duration.

Working in Dutch Payroll

Loonadministratie roles in the Netherlands are advertised at MBO level and above, and the usual requirements are experience with a payroll package, knowledge of the wage tax rules and enough Dutch to explain a payslip over the telephone. Payroll bureaus serving small businesses are a common employer.

The work is regulated but repetitive, and it rewards careful reading rather than fluency of speech. If you want to learn Dutch for payroll work, the loonheffing, vakantiegeld and jaaropgaaf vocabulary is the practical place to start.

Dutch payroll bundles tax and insurance into one deduction. Learn Dutch for payroll with loonheffing, vakantiegeld and payslips built into the course.
