Human resources in the Netherlands is traditionally called personeelszaken or P&O, and the job has shifted steadily from administration towards advice. What has not changed is the documentation: a Dutch HR department produces records for every stage of a career, and the records are governed by privacy law.

Dutch HR work is conducted under the privacy regulation, and the record of processing must show what is held, why and for how long. Consent is a weak basis inside an employment relationship, so most processing rests on the contract, a legal duty or a legitimate interest.

The works council has a right to consent on the systems that process employee data, which means that an HR administrator works with the council rather than around it. That consent extends to monitoring, access and retention, so a new tool is discussed before it is bought.
