Elsewhere in the Gulf, long-term residency is bought with a salary or a property. Qatar’s full permanent residency also wants twenty years and “sufficient knowledge of the Arabic language”. That is written into the law, and only 100 people a year get it.
| Residence | 20 years of legal residence, or 10 if you were born in Qatar. |
|---|---|
| Other conditions | Sufficient income, good conduct and sufficient knowledge of Arabic. |
| Annual cap | 100 permits a year. |
| Process | A Ministry of Interior committee reviews applications; the fee is QR3,000. |
| How Arabic is checked | Not published. unverified |
With twenty years required and a hundred places a year, this is a route for long-settled residents rather than a plan for newcomers.
Since Qatar loosened its foreign-ownership rules in 2020, buying property can give you residency without an employer sponsor, and no Arabic condition applies:
| QAR 730,000+ | A renewable residence permit, without an employer sponsor. |
|---|---|
| QAR 3.65 million+ | Residency with permanent-residency-type benefits (health, education, investment). |
| Counts toward the 100 cap? | Not stated. unverified |
Qatar’s nationality law is among the strictest anywhere. Article 2 requires 25 consecutive years of residence, with absences capped at two months a year, a lawful income, good repute and “good knowledge of the Arabic language”. Citizenship is granted by Emiri decree. Article 17 caps naturalisations at 50 a year, and Article 16 bars naturalised citizens from political rights permanently.
Article 18 bans dual nationality unless the Emir decides otherwise. Combined with India’s own rule, an Indian naturalising in Qatar would end up with one passport: the Qatari one.

Indian citizens: taking any Gulf nationality ends your Indian citizenship automatically (Citizenship Act, Section 9). What that means, and what OCI does and doesn’t give you →
