The Jeugdgezondheidszorg is the Dutch preventive health service for children and young people, and almost every child in the Netherlands passes through it. It runs from birth to the age of eighteen, it is free at the point of use, and it is paid for by the municipality rather than by the family.

The instrument works by testing whether a child can do a small everyday thing at the age when most children can, such as following a light with their eyes or pointing to a named picture. Vaccinations are offered at set ages without charge, and the invitation arrives by post rather than being requested.
