
Since 2015 youth care in the Netherlands has been the responsibility of municipalities rather than of central government. The Jeugdwet moved decisions about children's support to the local level, on the argument that a city knows its own families better than a ministry does. The practical consequence is that the words jeugdhulp, jeugdconsulent and verzoek are now used in every town hall.
The second consequence is that youth care is a field of procedures. Support is agreed through a written plan, and the vocabulary you need is the vocabulary of that plan as much as the vocabulary of a family conversation.

The jeugdconsulent decides what the municipality will pay for, while the jeugdprofessional provides the support itself, and confusing the two makes a request much harder to place.

Pleegzorg is deliberately treated as temporary in Dutch policy, and the goal written into most plans is return to the family wherever that is safe. The word for that objective is thuisplaatsing, and it appears in the plan from the first day.

Two of the most common referral routes run through the school and through the family doctor, and both need parental consent before a file can be shared. The meeting at which that consent is asked for is a small conversation that decides how the following six months will go.
