Dutch Secondary Education (Voortgezet Onderwijs) - Schooladvies, Havo, VWO and MBO

Dutch secondary education is selective earlier than in most countries, and the moment of selection happens at the end of primary school. A child in group eight is given a schooladvies, a recommendation that decides which kind of secondary school they may enter, and families talk about that advice for years afterwards.

For anyone working in a Dutch school, whether as a teacher, a teaching assistant or a mentor, that system is the geography of the job. The words vwo, havo, vmbo and mbo are not just names of schools; each one carries a route, a duration and a set of expectations that a newcomer has to learn quickly.

Vmbo lasts four years, havo five and vwo six, and the difference is not only duration but destination. Vmbo leads to vocational training, havo to a university of applied sciences, and vwo to a research university, though pupils can and do move between those routes later.

The advice is prepared first and the doorstroomtoets is taken afterwards, and where a pupil performs clearly better on the test, the school is required to reconsider its advice. The advice can be raised as a result of that reconsideration but never lowered, which is a rule worth stating plainly to any parent who fears the test will be used against their child.

The four leerwegen share a common core and differ in how much vocational work they contain, and the choice between them is made with the school rather than alone. The theoretical route keeps the door to havo open, which is why it is sometimes chosen by families whose child has a vocational interest and academic ambitions at the same time.

Four profiles are available, two weighted towards society and two towards science, and a pupil chooses one in the third year of havo or vwo. The choice constrains what can be studied afterwards far more than pupils expect, which is exactly what the decaan exists to explain.

Mbo covers levels one to four, and the higher levels lead directly into skilled work and sometimes into further study. The two leerwegen matter in daily life: one is mostly time at school with placements, the other is mostly time with an employer and one day a week in class.

A grade of five and a half is the pass mark, and a pupil's year ends with a formal decision on whether they move up, which is why the spring is tense in Dutch schools. Children who arrive in the Netherlands without Dutch normally spend a period in an ISK before joining a regular school, and the length of that period depends on their progress rather than on a fixed term.
