
Care for people with a disability in the Netherlands is split across two laws, and which law pays for a person's support is the first thing you need to know. Long-term care that involves living somewhere with supervision falls under the Wet langdurige zorg, known as the Wlz, while lighter help at home is arranged by the municipality under the Wmo.
The words differ with the law as well. Staff in this field talk about a cliënt rather than a patiënt, about begeleiding rather than behandeling, and about a zorgplan rather than a treatment plan. Getting that register right is half of sounding professional on a Dutch group.
The Two Systems: Wlz and Wmo

The Wlz is for people who need permanent supervision or care around the clock, and a person cannot simply apply for it themselves. The entry test is whether the need is lasting, not whether the need is great, which is why a young man with a mild intellectual disability may qualify while an older woman recovering from surgery does not.
The Indicatie and the CIZ

The CIZ assesses, and the zorgkantoor then purchases care from an approved provider on the client's behalf. Staff who understand this division of labour can explain it to a family in three sentences, and that is exactly what relatives ask for at a difficult moment.

The profiles carry no diagnosis at all; they describe the kind of support a person needs and how much of it. A colleague who says "zij zit in VG 5" is telling you about supervision and daytime activities, not about the medical history, and answering with a diagnosis would be the wrong move entirely.
Begeleiding and Dagbesteding

Dagbesteding is often described in English as day care, which loses the point, because the Dutch word carries the idea of meaningful activity rather than supervision. Many clients hold a regular place in an arbeidsmatige dagbesteding five half-days a week, and it is treated as part of their care rather than as a hobby.
The Zorgplan and the Client's Own Goals

The plan is written around the client's own goals, and a goal that a support worker chose rather than the client is a weak goal under Dutch practice standards. "Wat wil jij graag leren?" is therefore not small talk. It is the opening question of a document that will be reviewed in six months.
Money: Zorg in Natura and PGB

Zorg in natura means the zorgkantoor contracts a provider and the client simply receives the care; a PGB means the client receives money and buys the care directly, including from a family member. A support worker who does not know which arrangement is in place can accidentally cause a family to lose money, so it is worth asking early.

The handover in a Dutch group home is short and factual, and the written rapportage carries the detail. New staff are expected to write in full sentences and to record what the client did rather than what the client is like, because the file can be read by the client at any time under Dutch law.

Clients and relatives often use the three names interchangeably, and a professional who does the same will send a family to the wrong counter. Asking which law a question belongs to, before answering it, is the single most useful habit in this work. Working in the Gehandicaptenzorg
Dutch disability services employ begeleiders, persoonlijk begeleiders and woonbegeleiders, and the usual entry qualification is a diploma at MBO level 3 or 4 in social work or care. A Verklaring Omtrent het Gedrag is required before you can start, and a nursing qualification registered in the BIG register is needed only for the roles that involve clinical procedures.
