An Ausbildung is a full vocational training, usually lasting three years, while a Weiterbildung extends what you already do. An Umschulung is a complete retraining for a new occupation, and it is normally funded by the employment agency.

Since 2012 the law gives everyone a right to have a foreign qualification assessed, whether or not they hold an EU passport. The purpose of the procedure is to establish equivalence with the German reference occupation, not to award a German certificate.
Regulated professions, such as nursing, teaching, law and the licensed trades, cannot be entered without recognition. In those cases the authority compares your training with the German rules and may require an adaptation course or a knowledge test.
For non-regulated occupations the usual document is a Zeugnisbewertung from the Central Office for Foreign Education, which describes your qualification in German terms for employers, chambers and universities.
The application goes to the competent authority for your occupation in the federal state where you intend to work. Fees are modest, and a decision normally arrives within three months.
A recognised qualification is worth the paperwork: it opens the tariff pay in a care home, the classroom and the licensed trade, all of which stay closed to an unqualified worker.
