A German authority acts only within its competence, and the Zuständigkeit decides which office may deal with your matter at all. Correspondence therefore always quotes the Aktenzeichen, because a letter without it may be forwarded rather than processed.

An application is complete only when the evidence is attached, and the processing clock starts from that moment rather than from the day the form arrived. Every Bescheid carries a notice of remedy explaining how and within what period it may be challenged, and if that notice is missing or wrong the objection period extends to a full year. An objection is sent to the office that issued the decision, within one month, and it is decided by that office before any court is involved. If the decision must be stopped immediately, an urgent application for interim protection is the route, and it is heard far faster than the main case.
