
An invoice in Germany is a legal document before it is a commercial one. The Value Added Tax Act lists exactly what it must contain, and an invoice that omits one of those items can be rejected by the recipient's tax office as well as by the recipient.

Paragraph 14 of the Value Added Tax Act requires the full names and addresses of both parties, the tax number or VAT identification number of the supplier, the date of issue, a sequential invoice number, the quantity and description of the supply, the date of the supply, the net amount split by tax rate and the tax rate and amount itself.

Germany charges a standard rate of 19 per cent and a reduced rate of 7 per cent on a defined list that includes most food, books and cultural services. Small businesses below the turnover thresholds may be treated as Kleinunternehmer and issue invoices without VAT, though they then lose the right to reclaim it.

If nothing is agreed, a German invoice is payable immediately, and a payment term is therefore always stated. Once the due date has passed and a reminder has been issued, default interest applies, and in business-to-business dealings the rate is set several points above the base rate rather than at a token level.

Skonto is a core German commercial habit: an invoice may offer two per cent off for payment within ten days and the full amount within thirty. A credit note is issued as its own numbered document rather than by amending the original invoice, which keeps the numbering sequence intact.

An invoice that crosses a border carries more evidence than a domestic one, because a zero rating has to be justified. For a supply within the European Union, the Gelangensbestaetigung shows that the goods actually arrived in another member state, and the transaction is then reported in the Zusammenfassende Meldung.
Exports outside the Union are supported by the Ausfuhrnachweis instead, which is obtained in the customs procedure.
